From 24.05.2026, the EU’s twentieth sanctions package introduces a sectoral ban on Russian crypto services that perform transfers and settlements.
Scope of restrictions
The measure establishes a comprehensive sectoral prohibition covering any crypto company registered in Russia that provides services for the transfer of funds across accounts and platforms.
Sanctions additionally tighten restrictions on Kyrgyz entities involved in issuance and maintenance of ruble-denominated stablecoins, expanding the geographic reach of the package.

- The token RUBx has been added to the EU sanctions list, bringing it under direct restrictions.
- Previously applied EU measures targeted A7A5; the new package places both ruble stablecoins under explicit limitations.

AML tagging and wider effects
On 18.05.2026, AML provider Crystal began labelling transactions linked to the Belarusian platform WhiteBird, and this marking may extend to other Belarusian services.
After 24.05.2026, the Russian crypto ecosystem could become effectively isolated from major global AML systems, complicating cross-border compliance and liquidity.
Practical risks for holders
A key operational risk is retrospective address tagging: transactions with sanctioned platforms may surface later during overseas exchange checks and result in account freezes or blocks.
Market participants and custodians should expect heightened screening and potential de-risking actions by international counterparties following implementation of the package.
