Bank of Russia proposes paying salaries in digital ruble
The governor of the central bank said she will voluntarily receive part of her salary in the digital ruble, together with other staff.
Proposal and notable precedent
The central bank head stated her intention to accept a portion of remuneration in the digital currency on a voluntary basis for staff members.
Earlier, the first official salary paid in digital form went to the chairman of the State Duma financial markets committee, Anatoly Aksakov, the finance ministry reported.
Implementation timeline
- From 01.10.2025 the digital ruble is already used for part of federal expenditures and targeted social payments.
- From 01.01.2026 it will be available for any budget disbursements, including public-sector salaries, pensions and scholarships.
- Mass deployment for large businesses and banks is planned from 01.09.2026.
- Full rollout for other users is scheduled by 01.01.2028.
Regional pilot and public reaction
A regional experiment in Kostroma region currently includes payroll and some social transfers denominated in the digital ruble to test operational aspects.
Public interest in receiving wages in digital form declined over the period measured: 13% in August 2024 fell to 8% by July 2025, according to surveys referenced in reports.
Operational note
The central bank framed the proposal as voluntary for its employees and highlighted the step as part of gradual integration of the digital currency into public finances.
